Installs an MU-plugin recovery console with a secret URL that runs before ordinary plugins and themes.
Features:
- Disable one or all normal plugins.
- Switch to another installed theme.
- Clear common cache directories and flush object cache.
- Restore standard WordPress .htaccess rewrite rules.
- Inspect wp-content/debug.log and configured PHP error log.
- Enable WordPress debug logging when wp-config.php is writable.
- Secret 128-bit recovery URL regenerated from Tools -> WP Emergency Mode.
