Adds an MU-plugin recovery watchdog that can serve stale cached pages after fatal PHP errors and quarantine the plugin identified in a fatal error.

Limits
A WordPress plugin cannot execute if PHP itself, the web server, the network, filesystem, or database server is completely unavailable. Server/CDN-level failover is needed for those cases.
